About Kitty

Kitty Moore is a Civil Engineer and former Air Force R.O.T.C. scholarship student, whose husband, brothers, uncles, and late father are all veterans of the US Armed Forces.

Kitty is mom to two sons who went to Cupertino public schools and on to Master’s programs; they work with their dad on a startup they are building together.

Kitty volunteered teaching art to children and running competitive youth sports teams. Kitty has served as Planning Commissioner and Councilmember for the past 6 years while furthering her education in paralegal and environmental studies. Her priorities include the environment, finances, and public safety.

  • Kitty got us earning more for our city annually, after uncovering $64M in a zero-interest account and insisting it generate returns

  • Introduced a Fraud, Waste, and Abuse hotline to prevent another $800k embezzlement 

  • Improved processes and employee retention with new internal controls audits

  • Cut wasteful budget items and tightened purchasing oversight via Procurement and Budget officers

  • Refused to increase your taxes, and supported reasonable cuts to balance the budget

 Securing Tens of Millions in Grant Funding

We invested in Cupertino’s parks, streets, bridges, transportation, and library – all while saving money by leveraging outside resources.

Keeping Cupertino Safe

Ensured adequate funding and support for sheriffs, coordinated PPE during Pandemic, and expanded the Block Leader and Neighborhood Watch programs for safer and more connected communities. 

Protecting our Environment

  • Advocated for environmental clean up at hazardous waste sites like Vallco, which started regulatory cleanup oversight in 2021 after years of developer delays

  • Supported “Don’t Chop the Top” off Cupertino’s hills, stopping Lehigh’s expansion and decades of toxic polluting.

  • Supported Dry Cleaner site clean ups; SB 54 Plastics Initiative

  • Passed Single-Use Plastic, Bird-Safe/Dark Skies, and Environmental Cleanup Ordinances

  • Reviewed thousands of pages of CEQA documents to ensure we protect our residents

Homes for All Levels of Income 

Added hundreds of new homes, including 48 Below Market Rate Senior Homes and new Extremely Low Income Homes for people with Developmental Disabilities to Cupertino

Parks and Recreation Improvements for Quality of Life

  • Added and planned 7.8 acres of new parkland acquired at Lawrence-Mitty

  • All-inclusive playground under construction at Jollyman Park

  • Added 2 community gardens, basketball, and pickleball courts

  • Expanded our beloved Library for community programming

  • Added water bottle stations to save on plastic waste

  • Constructed multiple playground upgrades throughout the city

Protecting Our Public Lands

​​Saved the Cupertino Sports Center and City Hall from being destroyed and land given to developers
